The four layers of a page that works
Outcome, question chain, components, scoreboard. In that order, every time.

Every page I build now goes through the same four layers, and the order matters more than any individual one.
Outcome is one sentence stating what this page converts, written before a single word of content exists. Question chain is the section order, derived from the questions a visitor actually arrives holding, in the order they arrive holding them. Components falls out almost for free once you have the content: your data types are your component list. Scoreboard is the tracking, baked in before launch, so the page grades itself instead of you guessing about it later.
Most pages fail at layer one, which is why the other three cannot save them. A page with no stated outcome cannot be finished, only abandoned.
The one thing to keep
Write the outcome before anything else exists.
