Some projects look impossible because of how they are framed, and become ordinary the moment you reframe them.
Becoming an expert in fifty different state regimes is a multi-year job and a genuinely hard one. Defining the twenty-six questions that describe any state’s regime, once, and then filling in those answers against primary sources — that is a different kind of work entirely. Tedious, parallelisable, and finishable.
The trick generalises. When something feels like it needs expertise you do not have, check whether it actually needs a structure you have not defined yet. Very often the expertise was only ever required because nobody wrote the questions down.

Define the questions once. Then it is an answer-filling exercise.
